Para el Fondo de las Naciones Unidas para la Niñez y la Infancia (UNICEF),los primeros ocho años de la vida del niño(a) son fundamentales, especialmente los tres primeros años, que son la base de la salud, el crecimiento y el desarrollo en el futuro. Durante este período, las niñas y los niños aprenden más rápidamente que en cualquier otra época. Los recién nacidos y los niños de corta edad se desarrollan con mayor rapidez cuando reciben amor, afecto, atención, aliento y estímulos mentales, así como alimentos nutritivos y una buena atención de la salud. En el marco de las acciones para la atención y protección de la infancia, fundamentadas en la Convención sobre los Derechos del Niño (CDN), y consignadas en el Código de la Familia de Panamá, todos los niños( as) tienen derecho a que se les registre legalmente cuando nacen, a recibir atención de la salud, una buena alimentación, educación y protección contra las lesiones, el maltrato y la discriminación.
